The City of Pagadian was created on June 21, 1969
by virtue of Republic Act No. 5478, otherwise known as the
Charter of the City. Since then, it has been operating the
same organizational structure with only very slight changes
introduced over the years. With the need to restructure the
present administrative machinery of the City and in order to
make it more responsive to the demands of our people and
the changing needs of
time, the City implemented the Joint Commission approved
staffing pattern on April 1, 1989 and September 1, 1989.

The salaries of all City officials and employees
have been adjusted pursuant to Republic Act No. 6758
particularly known as the Standardization Law. Additional offices/departments
were also created pursuant to the Local government Code of
1991 such as; the Economic Enterprise Management Office, General
Services Office, City Legal Office, Office of the City
Administrator, City Accountant and the Office of the City
Registrar. In 1993, the City of Pagadian has experienced an
increase in funding requirements not only due to the creation of
additional offices/departments but also because of the
devolution of the functions of the Department of Health,
Department of Agriculture, Department of Social Welfare Services
and Community Development to the City Government. As of 1998,
the City has a total of 518 personnel, which is 97.74 % of the 530
actual plantilla positions in the approved staffing pattern.

The personnel distribution of the City are as follows: City Mayor’s Office,
44; Office of the City Planning and Development Coordinator, 14;
City Engineer’s Office (including Motor pool), 69; City
Treasurer’s Office, 53; City Budget Office, 14; City
Agriculturist's Office, 38; City Health Office, 61; Pagadian
City Hospital, 14; Sangguniang Panglungsod, 44; City
Development Office; 17; City Assessor's Office, 33; General
Services Office, 28; City Administrator's Office, 20; City
Accountant's Office, 23; Office of the City Civil
Registrar, 12; Office of the City Legal, 2; and the City Social
Services Office, 18, Pagadian City Comprehensive High
Scholl,; Mt. Murias, Water Shed and Mgt. Unit, 12 contractual;
Market and Slaughterhouse Division, 14. Percentage Distribution
