Warlito Espina Pulmones started his political career as Barangay
Captain ( a barangay is the smallest political unit) in Santiago
District, City of Pagadian, from 1972-1980. Lito, as he is
fondly called, served for six (6). years as City Councilor and
was chosen as Chairman of the City Disaster Coordinating
Council. He is not only a politician, but also a businessman of
top caliber. He was Branch Manager of the "Bachelor
Express, Pagadian Branch" (one of the bus liners operating
in Mindanao).
After a short respite from politics, Lito decided once again to bring
the voice of the masses, this time to the provincial legislative
body. He was elected Provincial Board Member of the 1st
District of Zamboanga del Sur (the province then had three
congressional districts) in. 1998. He ran for City Mayor in 2001
and Lito had an overwhelming victory over his political rivals
for the seat. He was sworn in on June 28, 2001. His
administration vows to commit itself in meeting head-on, the
issues and concerns on peace and order, labor, land use,
infrastructure support, environmental management and economic
development.
His consistent community immersion is evident in the awards he
received: Ten
Outstanding Young Men (for Public Service) in 1984, Outstanding
Public Servant for Community Service in 1985, Outstanding Club
President of the Rotary Club of Pagadian City in 1988-89, a
plaque of recognition for his involvement in the maintenance of
peace and order.
